The Enrollment Call Your Daycare Misses While You're in Ratio

Three in four Ohio child care centers are running below capacity, often for lack of staff. Here's how an AI phone agent keeps enrollment calls from slipping away.

By Paglow Automations

A parent calls at 9:40 on a Tuesday morning. They just started a new job, they need care for a 2-year-old next month, and they're working down a list of centers. Your director is in the toddler room because a teacher called off. The phone rings out, and the parent dials the next name on the list.

Nobody did anything wrong. That's what a short-staffed morning looks like. But it's an enrollment you'll never hear about.

Open seats, not enough hands

This isn't just a Lima problem. A September analysis from Policy Matters Ohio estimated that about three in four of Ohio's 4,257 child care centers are running below full capacity, roughly 124,876 unused slots statewide. The group's read is that many centers have the room but not the staff. A December 2025 survey of central Ohio providers by Action for Children found 63% of centers had open positions or wanted to hire, and programs there were at 77% enrollment.

When you're short a teacher, the director or owner covers the floor. That's the right call. Ratios come first. But it leaves the front desk empty during the same hours parents are calling, and every enrollment inquiry that lands in voicemail is a family deciding whether to wait for a callback or move on.

You can't hire your way out of that by Friday. You can make sure the phone gets answered.

What the phone agent does on that call

Paglow's Phone Agent is an AI voice assistant with its own dedicated phone number. You can list that number as your enrollment line on your website and Google Business Profile, or have your main line roll over to it when nobody picks up. It answers in a natural voice and works from the information you give it, not from guesses.

On that 9:40 call, it would:

  • Ask the child's age, when the family needs care to start, and whether they need full-time or part-time
  • Give your hours, your tuition for that age group, and whether you take publicly funded child care, all from answers you've approved
  • Say plainly whether the toddler room has an opening, and offer a waitlist spot if it doesn't
  • Book a tour into an open slot on your calendar

Then it drops a full transcript of the call into your CRM. When you come out of the classroom at nap time, you're not deciphering a garbled voicemail. You can see who called, how old the child is, when they need care, and that they're coming in Thursday at 4:15.

That waitlist matters more than it looks. When you finally hire the next teacher, you'll have a list of families with ages and start dates ready to call, instead of starting from scratch.

The same setup handles the repeat questions that chew through a director's day. What time do you close? Do you serve lunch? What's the sick policy? Are you open the day after Thanksgiving? Write the answers down once and the agent gives them on every call, including the ones at 8 p.m. after a parent finally sits down.

Set the boundaries before you turn it on

A daycare isn't a pizza shop, and the agent shouldn't treat every call the same. Decide up front what it handles and what goes to a person. Anything about a specific enrolled child belongs with your staff: an incident report, a pickup or custody question, a parent upset about something that happened today. On those calls the agent's job is to take a clear message, tell the parent when to expect a callback, and get it in front of your team. If a caller describes an emergency, it should tell them to hang up and call 911.

Keep it in the enrollment-and-general-questions lane and it's a narrow, predictable tool. Read the first two weeks of transcripts. You'll find questions you didn't see coming, and you can add answers as you go.

Staffing won't get easy soon. Lawmakers and advocates in Columbus are still fighting over how to pay for child care, and the General Assembly is weighing a bill aimed at the workforce. Meanwhile, families who need care are calling now. You shouldn't lose them because you were busy doing the very job they want to hire you for.
